Progress in Texas: SNAP Incentives!

Two weeks ago, the Texas Legislature passed HB 1834, a Supplemental Nutrition Assistance Program (SNAP) incentives legislation. The bill requires the Health and Human Services Commission (HHSC) to conduct a study on local SNAP incentive programs and make recommendations on how these programs can be expanded across the state. The bill also authorizes HHSC to create a SNAP incentives pilot and apply for federal Food Insecurity Nutrition Incentives (FINI) dollars to support the project. Both the study and pilot will be conducted under the leadership of a work group created by the bill to advise HHSC throughout the process.

This is a significant first step in building support by the legislature and the Commission on the SNAP incentives model, an area that the state had previously been hesitant to embrace. This bill is now headed to Gov. Greg Abbott’s desk for signing.
