New Report: The Growing Shadow State Interference: Preemption in the 2019 State Legislative Sessions

The Growing Shadow State Interference: Preemption in the 2019 State Legislative Sessions looks at how special interest groups are increasingly successful in pushing state lawmakers to preempt local democracies on a host of issues. The report exposes the misuse of preemption in areas including health and safety, environmental and economic policies, and matters of equity and social justice.

The report also highlights how the misuse of preemption has a sweeping impact on local democracy. From 2011 through the 2019 legislative session, the quantity and reach of new preemption laws have skyrocketed.
